Abstract

The Italian debate on the relationship between the State and volunteering dates back to 1978 when the national health system was created. Volunteering is proposed as a filter between the State and the ‘vital worlds’ of our country, with the risk that volunteering, created to fill gaps institutional, ends up replacing the public service, creating new inequalities.
In Italy, hybrid experiences between these two worlds have recently increased: there  are roles recognized by public institutions, but those who take them on are not paid and do not enjoy protection. The essay will analyze the figure of a voluntary guardian for unaccompanied foreign minors, to understand whether or not we are faced with a new frontier  in the relationship between public and private in terms of social intervention and what effects there are on the quality of the process of reception and integration of lonely minors.
